This three-page exhibit shows a July 18, 2025 email from Officer Lucas Ciciora to Mikayla LeRette and many Superior Police Department officers and investigators. The subject line reads, “Re: Grievance Submitted to the HRC for numerous contractual violations.” The document appears as Exhibit 563 in Mikayla LeRette v. The City of Superior, Wisconsin.
Ciciora tells the membership that the communication was sent to the City over its alleged attempts to ignore the contractual grievance procedure. He says the grievance committee will provide an update at the next union meeting.
The Letter to Human Resources
The embedded letter addresses Human Resources Director Cammi Janigo. Ciciora writes on behalf of Investigator LeRette, Superior Local 27’s grievance committee, discipline committee, and union president. He says WPPA Business Agent Robert Powell also received a copy under Wisconsin Statute 111.70(4)(d).
The letter says the Mayor required Chief Paul Winterscheidt to address the grievance at Step 1. The union says it welcomed that action. Yet it also rejects what it calls Janigo’s “eleventh-hour” attempt to avoid hearing the grievance at the next Human Resources Committee meeting.
Contract Deadlines and Recusal
The letter quotes Article 24(D) of the collective bargaining agreement. Step 1 requires a written grievance to the Chief, who must respond within three days. Step 2 sends unresolved grievances to the Human Resources Committee and HR Director within five working days. The committee must hear the grievance at its next regular meeting and respond within ten days.
Ciciora says the union received a written recusal from the Chief on July 14, 2025. He states the union treated that recusal as the Step 1 written response because policy prevented the Chief from participating in discipline involving a relative.
The Demand
The union argues the City cannot unilaterally extend the grievance timeline. It states that LeRette submitted the grievance to HR and the Human Resources Committee within the required time. It demands that the City dismiss the internal investigation with prejudice if it wants to reset the process. The deadline given is 4:00 p.m. on July 21, 2025.
This document shows a union accusing City Hall of procedural gamesmanship. Taxpayers should care. When a city misses contract steps, it risks arbitration, litigation, and public expense. Rules matter most when officials find them inconvenient.
