Superior Police Use of Force Expert Witness Emails (May–June 2024)

This document consists of a series of internal and inter-agency emails dated between May 15 and June 18, 2024, later filed as Exhibit 27-11 in Cuypers v. Taylor et al., Case No. 3:24-cv-00743. The stated purpose of the outreach was to obtain an independent and neutral review of a use-of-force incident that, while not the direct subject of the trial, was related to an ordinance citation for resisting. Chief Winterscheidt notes that he had already reviewed the incident internally and believed it to be within policy, but expressed a preference for outside validation. The emails also disclose that the city attorney was willing to compensate an expert witness up to $4,000 and that the matter was considered time-sensitive due to an anticipated July trial date.
