Between February 2020 and April 2021, the City of Superior paid EntryPoint Networks over $17,700 for broadband consulting under the ConnectSuperior project, managed by IT Director Dan Shea. Additional 2021 invoices from Fryberger, Buchanan, Smith & Frederick, P.A. show more than $10,000 in legal work analyzing broadband special assessments and municipal utility formation for the same initiative.

On November 12, 2019, the Council heard RW Management Group’s citywide Organizational and Staffing Study, outlining strategic planning, governance, staffing, and technology reforms to cut waste and boost accountability. Recommendations include creating a City Administrator, realigning the “Chief of Staff” role to Executive Assistant, and modernizing payroll/timekeeping, with an itemized fiscal impact summary for taxpayers.
